
The early 1970s was a pivotal period for public concern about California's coastline (and Monterey's). The biggest triumph for coastal preservation came in 1972 with passage of Proposition 20, the Coastal Initiative, after a very tough campaign battle. Monterey County voted 58 percent in favor of the legislation.
